BlackBerry s new venture signed last month with an affiliate of PT Telekomunikasi Indonesia TLK -0.19 % Tbk, the country s largest wireless carrier, will see its Indonesian partner produce, promote and distribute all Blackberry-brand devices in Indonesia.Adopted in July, the latest rules give producers more options when it comes to meeting next year s 30% quota for local content —which previously focused on local manufacturing but can now include software or investment—in their 4G-enabled tablets and smartphones sold in Indonesia, up from 20% this year.BlackBerry s joint venture was created in support of the Indonesian government s effort to promote manufacturing of locally sourced products, said Ralph Pini, chief operating officer and general manager of devices at the Waterloo, Ontario-based firm, which said last month it would stop making phones, and instead focus on software.Indonesia is a crucial market for BlackBerry. Its BBM messaging service is the top messaging platform in the country of 250 million people with nearly 60 million monthly active users as of June, BlackBerry said.In September 2014, the government issued regulations requiring all 4G devices sold in Indonesia to include at least 30% locally-sourced components by 2017.

SEOUL— Elliott Management Corp. s latest attempt to shake up the structure and governance of South Korean smartphone giant Samsung Electronics Co. has one important virtue: The U.S. hedge fund is asking Samsung for changes that heir apparent Lee Jae-yong already wants to make himself, according to a Samsung executive involved in the decision-making.Last year, the New York hedge fund narrowly lost a bloody shareholder proxy fight to block a merger of Samsung Group s de facto holding company with another key affiliate, arguing that the proposed deal benefited Samsung s founding Lee family at the expense of smaller shareholders. In that instance, Elliott had aligned itself against Mr. Lee s plans to reshape on his own terms the sprawling conglomerate, which consists of 58 affiliates bound together by a complex tangle of cross-shareholders.That plan is one that analysts have long bandied about as the most obvious blueprint for restructuring at the Samsung conglomerate. As it faces one of its biggest public crises after a global recall of its Galaxy Note 7 smartphone, the company is also under pressure from shareholders and the South Korean government to boost its transparency by untangling its complicated structure and returning more cash to shareholders.Mr. Lee is expected to eventually take over from his father, who remains hospitalized after a 2014 heart attack, as chairman of Samsung Group.

An information-security firm says the hackers who stole at least 500 million records from Yahoo Inc. YHOO 0.74 % two years ago are criminals who are selling access to the database, and not a state-sponsored group as Yahoo contends. It successfully decrypted the passwords for eight Yahoo accounts provided by The Wall Street Journal, and provided the date of birth, phone number and ZIP Code information associated with the accounts.InfoArmor said the hackers, whom it calls Group E, have sold the entire Yahoo database at least three times, including one sale to a state-sponsored actor. But the hackers are engaged in a moneymaking enterprise and have a significant criminal track record, selling data to other criminals for spam or to affiliate marketers who aren t acting on behalf of any government, said Andrew Komarov, chief intelligence officer with InfoArmor Inc.That is not the profile of a state-sponsored hacker, Mr. Komarov said.We don t see any reason to say that it s state sponsored, he said.
Earlier today, BlackBerry confirmed it is to stop building its hardware in-house, as it moves toward a licensing model to cut costs. Now, we have a better idea what this may look like, as the Canadian company officially announces its first licensing partnership.A new joint venture called BB Merah Putih has been set up in Indonesia, led by PT Tiphone, an affiliate of one of Indonesia s biggest mobile carriers, Telkomsel.BlackBerry has a track record in Indonesia, which the company says has traditionally been its biggest market for devices, as well as for usage of its BBM messaging service.Just a few months back, BlackBerry inked a deal with PT Elang Mahkota Teknologi Tbk, one of the biggest media and technology businesses in Indonesia, to expand BBM s footprint. As part of this latest joint venture, BB Merah Putih will source, distribute, and market BlackBerry handsets in Indonesia, according to a statement, and the unit will have full access to BlackBerry s software smarts, including its own security-focused form of Android. The new devices will be produced locally in Indonesia, though it s not entirely clear whether they will be made by BB Merah Putih itself or whether it s looking for multiple third-party manufacturers to license the entire brand to.But Ralph Pini, chief operating officer and general manager at BlackBerry s Mobility Solutions arm, did say: We will also work with our partners to define a competitive hardware portfolio, leverage their distribution scale, and access new channels.Ultimately, the cost of making hardware in-house has proved too financially burdensome for BlackBerry, and with its latest Q2 financials revealing that the company made a mere $352 million in the last quarter — down by $1.3 billion in the last three years — it s clear that software is the best route forward.
