I wonder how that must make them feel today? https://t.co/dHcpCdX0Dk— Andy Burnham (@AndyBurnhamGM) July 21, 2020But policing minister Kit Malthouse blamed the privatisation of the care sector for the government’s inability to boost care workers’ pay. He told BBC Radio 4′s Today programme: “The vast majority of social care workers are paid in the private sector so our ability to influence pay rates there is limited.”Asked whether the government could set special minimum wage limits for social care workers and give local authorities the funds to make up the difference between that and their private sector salaries, Malthouse said ministers were focusing on the national minimum wage instead. “What we have done is raise the level of the minimum wage very significantly over the last few years to get it up towards the £10.50 mark. That, we hope, will push through into these private sector jobs.“Everybody looks at people who work in social care during coronavirus and thinks they have done a fantastic job in very, very difficult circumstances.“But that’s the mechanism by which we think we can increase pay in that sector.”The move by the government has angered many in the care sector and beyond, who pointed to images of ministers “clapping for carers” during the pandemic. Edel Harris, chief executive of learning disability charity Mencap, said it was “an insult” for the government to suggest that minimum wage was fair pay for social care workers. “The government shouldn’t suggest that there is little they can do about it when it is their responsibility to set national policy and funding levels,” she said. “Support workers have been doing extraordinary work supporting the most vulnerable in our society in challenging circumstances throughout the coronavirus pandemic. Progress on a vaccine, another possible new treatment and the number of deaths falling to just 11 across the UK. For the first time in a long time, news of the battle against coronavirus appeared more positive than negative.Matt Hancock certainly had a weary ebullience about him in the Commons as he delivered what is likely to be the last detailed Covid update to MPs before September. The health secretary rattled through a list of achievements: an agreed supply line of 30 billion pieces of PPE, the “biggest ever” flu vaccination programme in British history, ventilator numbers up from 9,000 to 30,000; £3bn in new NHS funding on top of £30bn so far.Hancock flagged the “promising news” of the Oxford University vaccine trial, with early signs that it was both safe and produced a strong immunity response in those tested. He namechecked a possible new treatment too, with Southampton-based biotech firm Synairgen reporting some success in using a protein called interferon beta to help patients avoid going into intensive care.It was notable how Hancock resisted the temptation to oversell some of the developments, not least the Oxford vaccine, as he pointed out to some MPs that it was early days and no timetable could be given on when it would be available. There was however a stern message that all NHS staff will be expected to get the flu jab this winter, with only exceptions for clinical reasons, plus a vow to take on the ‘anti-vax’ movement. He even hinted he would fight damned hard for smoke-free areas outside pubs, restaurants and cafes.‌So far, so consensual. But it was when the health secretary tried to claim that NHS Test and Trace was an impressive public policy success that he ran into most opposition. It was variously “remarkable”, “brilliant” and “working well”. Compare that to the fact that - more than five weeks after its creation - it still not reaching 80% of close contacts that Sage said was needed to make the whole thing viable.Hancock’s predecessor Jeremy Hunt pointed out the wider problem: roughly 1,700 people a day are getting infected but only around 400 a day are going into Test and Trace. Hancock said the figures were “a little better” than that worrying low proportion, but “a little better” than one in four isn’t really anything to be proud of.Of course, a major issue is that Test and Trace relies on people who are infected then requesting a test. With the asymptomatic nature of the disease central to all this, Hancock said for the first time that even those with just mild symptoms should now get a test, while the government was finally doing routine tests of key groups like cleaners and taxi drivers.Ahead of his session before the Commons science committee tomorrow, he gave a tempting glimpse of progress on calls to routinely test at-risk people living in sheltered housing, not just care homes. But many think that this is long, long overdue and that testing should be routine across swaths of society. The latest lab capacity figures today stood at 337,000, but just 108,000 tests were actually processed.Perhaps the most significant development was Hancock saying that from today all local public health chiefs will have data on not just postcodes of cases but individual names and addresses. Again, this has long been requested by councils and could make a big difference if it means they can use their local knowledge to trace people better than the centralised Test and Trace.One of the most alarming stories in recent days was the Independent’s report this weekend that Blackburn’s public health chief felt that Test and Trace was part of the problem not the solution, precisely because it had no ability to knock on the doors of those who were not responding to phone or email messages.Barely half of contacts were being reached in his area - which has now overtaken Leicester in cases per capita. Blackburn’s prof Dominic Harrison said “the structure, funding, operation and performance” of NHS Test and Trace were increasing the risk of outbreaks not reducing it.And for all the repeated praise from ministers for the “brilliant” Dido Harding, she remains a czarina, not a minister who is directly accountable to parliament. Which is rather odd given that she is herself a peer and could presumably be made a minister and answer questions directly in the Lords. It still remains unclear why a Tory peer who ran a phone company was deemed more suitable than a senior civil servant to run the new system.The suspicion that independent voices are being squeezed out of the system also does little to build public confidence. Chief nursing officer Ruth May’s evidence today suggested she would have “done a JVT” and said Dominic Cummings should have followed the rules like everyone else. Hancock signally failed to answer Jon Ashworth’s question: did he acquiesce in having May “dropped” from the No.10 press conference as a result?I’m told the decision to switch to Prof John Newton for that briefing was more because questions about testing were expected, but the PM himself will have to give that defence on Wednesday. May’s candour was underlined when she told the Public Accounts Committee that although nurse retention was now improving, “the lack of pay rises that the NHS staff saw for a number of years during austerity did have an impact on retention”.The government does have a major problem in increasing the number of people to comply with Test and Trace, particularly as making it compulsory could well deter the very groups who are not taking part: the most vulnerable in terms of race and income. Angela Eagle called for extra financial support for those workers forced to self-isolate. I was struck by the fact that Hancock didn’t dismiss this and instead said “I hear the point” and would “take it away”. I’ve been told such a scheme is being worked on but it’s surprising it’s taking so long to develop.Today’s move to provide individual names and addresses may well go a long way to making the PM’s “whack-a-mole” strategy work, if it puts local knowledge to good use. Similarly, giving new powers to councils to impose restrictions on may prove a big step forward. If private sector labs could now start matching the turnaround times of NHS and PHE labs - and match their ability to say how many people are tested, not just tests conducted - there could be even more progress.Hancock joked today that he was “delighted” that Boris Johnson had on Friday set him a new target to get a lab capacity of half a million by the end of October. “So there is my summer sorted,” he said. If the 500,000 mark can be reached, it will need to be matched by rapidly-turned around routine tests as well as a fully functioning Test and Trace system.The final public inquiry reckoning on huge failures will come in time, and the excess death toll is a number that will not lie. Right now, the key is to make sure no more blunders are made. On the evidence of today, at least Hancock is learning lessons as he goes along, taking up critics’ suggestions and implementing them. Things may indeed look better in September. The deadly coronavirus outbreak at California’s San Quentin prison is growing at a devastating pace. More than half of the people incarcerated there have been infected with Covid-19 as advocates and officials continue calls for governor Gavin Newsom to release more inmates.In late May, San Quentin prison had zero confirmed cases of coronavirus among its around 4,000 inmates. But after over 120 prisoners were transferred in from Chino, California — 25 of whom later tested positive for Covid-19 — an outbreak began. As of Wednesday, over 2,000 people incarcerated at San Quentin have been confirmed infected with coronavirus — including over 1,200 with active cases. Some 200 staff members have also gotten the virus. And 11 people have died so far, with the latest Covid-19 death reported on Wednesday. Meanwhile, only 36 of those infected have been released. After advocates and local officials called for the release of people incarcerated in state prisons, California’s Democratic governor announced last week that some 8,000 prisoners across the state would be let out over the next few weeks, prioritising people with high-risk health conditions and those with less than six months left in their sentences. It is unclear how many of those 8,000 will come out of San Quentin specifically. Since that announcement, dozens more prisoners have been infected there and four more have died. Newsom’s office did not immediately respond to HuffPost’s request for comment. Prisoners advocates and officialsrenewed calls this week for the governor to release more people incarcerated across the state. Statewide, there have been over 6,500 confirmed coronavirus cases among incarcerated people, and 37 have died so far. There are 1,372 people in cages at San Quentin positive for COVID. 10 people have died! Some, unable to pay their rent, negotiated with their landlords to reduce rents, change fixed leases to more fungible management contracts, or even exit leases. Francis Davidson, Sonder's CEO and founder, told Business Insider that the ability to sign deals for properties that they wouldn't have had access to before the pandemic is one "silver lining." Davidson said that the company has signed some management contracts, but that it has mostly continued to sign leases. Davidson said that the company plans to add hundreds of properties, funded by its recent $170 million fundraise. Sonder's $225 million July 2019 fundraise valued the company just north of $1 billion, while this June's fundraise brought its value up to $1.3 billion. "We view the next 12 to 18 months as a really great time to grow," Davidson said. Sonder has been able to bring back or restore hours for over 100 employees since slashing staff at the height of the pandemic, he said.  The company is focusing its expansion on the European market, where it has properties in London, Edinburgh, Rome, and Dublin, and is also continuing to expand in US markets to locations that are able to be licensed as hotels. Davidson said that Sonder had also dumped some properties during the thick of the pandemic, but many of them the company had already planned to leave because they were economic under performers, underwhelmed guest's expectations, or the regulatory environment had shifted. The company is exiting every non-hotel-licensed property it holds in New York and San Francisco, where it isn't allowed to accommodate stays shorter than 30 days, by either declining to renew the lease or reaching an agreement with the landlord to exit early. Sonder sued one San Francisco landlord this week to exit a property that it began to lease last year, citing an early-termination clause because the city and state's response to the pandemic "crippled Sonder's efforts to draw potential tenants to the premises." Brian Ferdinand, the CEO of CorpHousing Group and SoBeNy (the front-end and marketing arm of the business) said that the company has actually doubled the number of units it operates since the start of the pandemic, with potential to grow even larger because of partnership deals it has signed with 26 different landlord partners.  "We probably will be able to do in 10 months what we thought we would do in 10 years," Ferdinand said. As a result, the company has a close view on operators' inventory, pricing, and occupancy. Rabin said that the fact that operators are willing to take over these empty properties is a sign that some players are betting that the asset will come back stronger than ever after the virus. He also said that these properties may be cheaper now that the coronavirus is lowering rental prices and pressuring the sector.  Though Stay Alfred and Lyric are the most public examples of short-term rental companies that backed out of a large amount of properties, other companies have also released non performers. Outlook for short-term rentals in cities Rabin told Business Insider that urban markets are seeing a rebound of occupancy rates, but that the average daily rate charged for a unit has slipped substantially. Ferdinand said that CorpHousing Group is continuing to focus on urban markets because they are operationally easier to run at scale, and because he expects their original strategy to hold true after a recovery.  Rural properties, by their nature, are less plentiful and further apart, making it a challenge to acquire enough to make it feasible for a larger operator to keep them clean and functioning. Ferdinand focuses on new properties in cities that have major hospitals, universities, convention centers, and corporate headquarters that will draw potential guests in. As a result, the company was able to sign three national deals with nursing agencies at the start of the pandemic.  "The urban core, we believe, saved our business," Ferdinand said. While CorpHousing Group worked directly with nursing agencies, Sonder offered a 40% discount for traveling nurses. This was essential to help pay the rent, Rabin said, even though many operators who did this saw their revenue compared to costs crater from three to four times down to less than one time the cost.   There is also something of a silver lining to less frequent travel: guests they do have are staying for a longer period of time. Ferdinand said his companies' average stay has increased to 63 days up from approximately 30 days before the pandemic. To be sure, with money likely to still go out the door, the firms also had to think of firming up their balance sheet. CorpHousing Group, which is small and self-funded, applied for and received a Paycheck Protection Loan in order to protect 58 jobs. PPP loans were part of the federal response to the coronavirus, offering forgivable, low-interest loans to small businesses. Ferdinand said the PPP loan kept the company from having to furlough or cut any employees. Venture-backed competitor Blueground confirmed to Business Insider it had received a PPP loan, Lyric Hospitality was listed as having been approved for a PPP loan but didn't comment when asked by Business Insider about the loan. Zeus Living applied for and then returned a PPP loan. Sonder is venture-backed and had too many employees to apply for a PPP loan. The company instead laid off or furloughed a third of its staff or roughly 400 employees.  How short-term rental companies renegotiated leases Sonder, which mostly signs master leases instead of management agreements, has worked out a clause that lets them pay a lower cost during a recession into 80% of the leases they've signed since 2018, a time in which they've grown rapidly. The company also includes a "mark-to-market" clause in lease renewals which allows them to renew at current market price, which has been beneficial as the residential markets in big cities are sliding. Davidson also said that the company signs shorter leases, which may require higher prices, but allow much greater flexibility. Ferdinand said that CorpHousing Group is focused on signing revenue-share agreements with landlords instead of leases, which allows the company to grow at the speed it has.  CorpHousing Group is a tenant in properties owned by some of the largest landlords and operators like The Related Companies, Vantage Management, and Boston Properties. Ferdinand said that CorpHousing Group's private ownership also allowed him to operate the company in the way that he thought would be most successful, even if that meant the business taking high losses during the worst of the crisis while also spending money to expand. He said the business was profitable before the pandemic. Sonder's Davidson said that the company's ability to survive and even grow during the pandemic indicated to investors that the company would be a safe place to put their money.
