Sometimes all it takes to alleviate an area of frustrated drivers and screeching tires is a change in signal timing. This is often accomplished by adjusting cycle lengths, offsets, and split timings.

This is technical work involving the construction or maintenance and repair of traffic signals and/or signs under general supervision by a higher-level supervisor. Field investigation, data collection, and engineering analysis are involved.

Design

Traffic Signal Contractors provide maximum control of the flow of traffic at intersections. By alternatingly assigning right-of-way to conflicting traffic movements they allow traffic to move safely through an intersection. Signals may also interrupt extremely heavy flows to permit the crossing of minor movements that cannot otherwise cross an intersection.

Traffic engineers are required to review the specific conditions of each intersection before a traffic signal is installed. To do so they conduct a thorough on-site review of the location, observe and inspect traffic movements, collect and analyze three years' worth of accident data, and follow federal standards (MUTCD) to determine if a traffic signal is warranted.

While many drivers are aware that traffic signals can reduce certain types of crashes, such as right-angle accidents, less understood is the impact they can have on the overall safety of an intersection. This is especially true if the traffic signal is not justified in current conditions and increases rear-end accidents.

Installation

The Traffic Signal Design Group provides engineering, construction coordination, and field inspections of all traffic signal installations maintained by the County. It also maintains updated signalization plans for all signalized intersections within the County.

Maintenance

Investigates, repair, and adjust traffic signal controllers, signal detector assemblies, photoelectric cells, flasher switches, power supplies, control cabinets, cable trays, signal safety lights, loaders, and street name signs. Checks electrical schematics, plans, and specifications; tests continuity of circuits to locate broken connections and defective current-control mechanisms; repairs damaged or worn traffic signals and components; and replaces defective parts and equipment.

Provides portable changeable message sign (PCMS) systems to temporarily control traffic during construction, events, and other non-operational situations for the safety of workers on roadways. Includes preparing PCMSs for use, providing flaggers to control traffic until traffic signals are in operation, and periodically reviewing the condition of the system to document its maintenance.

Maintenance

Whether it’s a simple change from green to yellow or a complex signal upgrade, traffic signals require special skill sets. These individuals need to understand traffic operations, electrical systems including field installation, utility coordination (both above and below ground), multiple software programs for signal equipment, and best safety practices.

Signal technicians must also have the ability to perform basic rigging for lifting and moving heavy traffic signal equipment. They must be able to read blueprints and control drawings, as well as conduct basic electrical tests and troubleshooting of traffic signal equipment.

NYC DOT considers every request for traffic signal installation very seriously, and ultimately decides to install a new signal based on its overall impact on motorist safety. This process includes researching, evaluating, engineering, and constructing the signal. It may take up to six months from the time of the initial request before the signal is installed. This is a necessary step to provide a safe, consistent, and effective traffic flow.

Repair

When a traffic signal malfunctions, it can be a frustrating experience for drivers. Whether it’s a conflict monitor that isn’t working, a cabinet filter that needs to be replaced, or a pedestrian phase that’s not working properly, these issues can affect the flow of traffic and cause safety concerns for those using the intersection.

Traffic Signal Technician includes reviewing signals on a cyclical basis, such as yearly, to replace conflict monitors and cabinet filters, clean the area around cabinets and possibly treat them for pest infestation, and check that detection is operational and signal heads are functioning at the proper height. It also includes checking that the auxiliary components are operating properly and testing circuits to locate broken connections, defective modules, or switches. This type of maintenance can be time-consuming, but it is critical for the safe operation of all traffic signals.
