Fears that the government may force people to pay for a Covid-19 test are mounting, HuffPost UK understands. It comes after the government’s test and trace service was plunged into fresh chaos this week, with demand far outstripping supply. Health secretary Matt Hancock, who introduced new lockdown measures in the north-east on Thursday, has faced criticism for suggesting people without symptoms are putting pressure on the service. Speaking on the BBC Radio 4 Today Programme on Friday, he said: “I shouldn’t be surprised, as a Conservative and a trained economist, if you make something free and easily accessible then demand often exceeds supply.”He has also hinted in the Commons that “when you have a free service it’s inevitable that demand rises”, sparking concern that new charges could be introduced. Shadow health minister Justin Madders told HuffPost UK he feared people may be forced to pay for a test privately. He said: “We wouldn’t want to see worried people desperate for a test pushed into paying vast sums for costly tests from those profiteering in the private sector.“The testing system is in meltdown. And when testing breaks down, tracing breaks down and infections rise. Dozens of drivers turned up at a test site to find there were no staff to swab them, on the day the health secretary announced tougher coronavirus measures for people in the north-east.People who had booked a test on Thursday at Doxford Park, an out-of-town business park in Sunderland, were told by the media they would not be tested, as there were no officials there to inform them.Some had been turned away on the approach to the centre by security guards, who told them the computers had crashed and to try again later.Regulations for the local restrictions in Northumberland, Newcastle, North and South Tyneside, Gateshead, Sunderland and County Durham were published by the government on Thursday evening.From midnight, residents in these areas were banned from socialising in homes or gardens with people outside their own households or support bubble.Food and drink venues were restricted to table service only and leisure and entertainment venues were required to close between 10pm and 5am, although takeaways can still provide home deliveries during these times.Some 2,350 pubs and restaurants ware affected by the measures, according to real estate adviser Altus Group.The changes, which run alongside the England-wide six-person limit on social gatherings, will be reviewed by the Health Secretary every two weeks.Almost two million people in the North East are subject to the restrictions, officially announced by Matt Hancock in the House of Commons just before lunch on Thursday.The leaders of seven local councils had previously written to the government asking for additional measures to be put in place.Hancock said: “We’ve seen concerning rates of infection in parts of the north-east.“Sunderland, for example, now has an incidence rate of 103 positive cases per 100,000 population.“And in South Tyneside, Gateshead and Newcastle, figures are all above 70.”Labour MPs in the north-east welcomed the new measures outlined by Hancock, while urging the government to work better with local councils.In a joint letter to the minister, they said: “We do (…) believe that this must be done in close collaboration with local authorities, who must have access to all appropriate information, data and support in order to make the best decisions for their areas.”Hancock’s announcement came after measures in the likes of Greater Manchester and Birmingham were put in place in a bid to address rising rates of infection.Meanwhile, at the Doxford Park site, drivers continued to turn up while others sat in the car park working out what to do next.HGV mechanic Brad Cockburn, 28, made a 100-mile round trip from Bedale, North Yorkshire, only to find there were no staff, not even a tent or other infrastructure, at the site on the out-of-town business park.He said: “There’s no organisation, it’s piss-poor performance as usual.”Rob Reid, a 58-year-old cash and carry manager from Sunderland, booked for 3.45pm, only to find there were no staff.He said: “It annoys me.“My concern is about my health and it comes across that the government is not that concerned, when they are taking bookings on the NHS website and there’s nobody here to do it.”Police said they will enforce the lockdown measures as a last resort.Superintendent Steve Long, of Durham Constabulary, said: “The government has announced that further local restrictions are necessary in addition to those already in place nationally.“We would like to thank the vast majority of people who have taken personal responsibility, done the right thing and stuck to the guidance over the last few months.“Our officers will continue to engage with the public, explain the new regulations and encourage people to act responsibly: only then will we move to enforcement as a last resort.”

Sign up now.Elderly vulnerable people and their families are being forced to lie about having coronavirus symptoms to get tests just so they can enter care homes, ministers have been warned.HuffPost UK has heard the story of one woman who was advised by her GP and social worker to lie about her 97-year-old mother having Covid-19 symptoms so she could access a government test that would allow her to enter respite care if the result was negative.Care industry figures suggested the case was illustrative of a wider problem across England amid fears that carers and vulnerable people who need to get respite care cannot access it.And care minister Helen Whateley has been urged by the Liberal Democrats to issue clear guidance so all those entering care homes from the community can get access to tests, to stop the virus spreading among vulnerable people.The government has been severely criticised for its policy on care homes in the early stages of the pandemic, following the deaths of thousands of residents.Currently, anyone with Covid-19 symptoms in the community can get a test.Care homes can also apply for coronavirus tests for residents and staff. Regular testing for staff (weekly) and residents (every 28 days) was also rolled out last month, and people entering care homes from hospitals are routinely tested.But the government’s testing guidelines make no mention of how people entering care homes from the community, particularly for respite care, can access a test if they do not have symptoms.HuffPost UK heard the story of one woman, Angela*, who was seeking two weeks of residential respite care for her mother to allow her and her sister a break from caring and the opportunity to go on holiday with family.The daughters had been left looking after their mother, who has vascular dementia, since the beginning of March after the pandemic forced the day care centre she attended to shut down.Angela was recently advised by her mother’s social care worker that her local authority would fund respite care for two weeks to allow the two daughters to go on a separate holiday.The care home Angela found for her mother said she needed to obtain a negative coronavirus test before entering the care home so other residents were not put at risk.But Angela was told on the government testing hotline that tests were only available to people in the community if they have coronavirus symptoms, meaning she could not place her mother in the care home.Her social worker and GP were then forced to advise Angela to lie about her mother having Covid-19 symptoms so she could access a test and get her mother into the care home.“I thought: this is awful,” Angela told HuffPost UK.“Here we are with social service and medical professionals having to advise you effectively to tell lies in order to get what is a perfectly reasonable request – a test to get an old person admitted to a care home.“I think the whole situation is completely mad and the emphasis on the eligibility criteria – where you are coming from rather than where you are going to – is just totally illogical in my mind.“I will have to do what is suggested, I suppose, or I pay a huge amount of money to get one done privately, but my mother is on pension credit and I really don’t see why we should have to pay a large amount of money to get a test done privately.“I have to lie. They asked for images of rashes from survey respondents, especially people of colour, who are currently under-represented in dermatology resources.In some cases the rash can occur on its own, the study found, without any other symptoms of the virus such as a continuous cough, fever, or loss of smell.  Almost one in five (17%) who had tested positive for coronavirus reported a rash as the first symptom of the disease. Among those who reported a rash – and were confirmed as having coronavirus – 21% said it was their only symptom.Currently, the NHS only lists three symptoms of coronavirus. These are: a high temperature, new and continuous cough, and a loss or change to your sense of smell or taste. What We Know About The Long-Term Impact Of 'Mild' Covid-19 Key rashes to look out forThere are three main types of rash the researchers found showed up in patients.The first is a hive-type rash (also referred to as urticaria), where raised bumps can suddenly appear on the skin – these can come and go quite quickly over hours and can be very itchy. Think: nettle rash.Urticaria rashes can appear quite early on in the infection, but also last a long time, said researchers.It often starts with intense itching on the palm of your hands or soles of your feet, but it can also cause swelling of the lips and eyelids. The second type of rash seen in the Covid Symptom Study is a prickly heat-type rash – a bit like chickenpox – where small, itchy red bumps can appear anywhere on the body, but particularly the elbows and knees, as well as the backs of the hands and feet.This type of rash can persist for days or weeks, said researchers.The third type of rash, known as Covid fingers and toes (sometimes described as chilblains), is where red and purple bumps appear on the fingers or toes.These bumps may be sore, but not usually itchy. This type of rash is most specific to Covid-19 and is more common in younger people with the disease. It also tends to present later on in someone’s illness. A separate study of patients in Spain found that, in addition to these rashes, some patients experienced a type similar to pityriasis rosea, a skin condition, which presents as a pink, scaly rash. There’s a theory this type of rash may be caused by a viral infection, so the appearance of it would make sense. “Many viral infections can affect the skin, so it’s not surprising we’re seeing these rashes in Covid-19,” says Covid Symptom Study author Dr Veronique Bataille, consultant dermatologist at St Thomas’ Hospital and King’s College London (KCL).“It’s important people know that in some cases, a rash may be the first or only symptom of the disease. If you notice a new rash, you should take it seriously by self-isolating and getting tested as soon as possible.”The current swab tests for coronavirus should ideally be taken within three days of noticing symptoms – after five days they might not work. If you do notice a rash, you could also call your GP surgery or pharmacy who should be able to advise on possible treatments and what to do next.It’s important people know that in some cases, a rash may be the first or only symptom of the diseaseDr Veronique BatailleDr Tanya Bleiker, president of the British Association of Dermatologists (BAD), says such studies play an important role in building our understanding of the disease as a whole – especially as in the early days of the Covid-19 pandemic, the various skin manifestations of the disease were “poorly understood”.BAD is working with the Covid Symptom Study team to develop a website that will host a library of the different skin manifestations of the virus.
