The Role of Validators in APEGS Competency-Based Assessment

One of the four APEGS strategic targets outlined in the 2019-2021 Strategic Plan is to make an online competency-based assessment system available to individuals seeking engineering licenses. Engineers Canada is sponsoring and providing in-kind support for a pan-Canadian system that can evaluate engineering experience in order to achieve this goal.

It is said to be a more transparent, consistent, and efficient way of determining a candidate's engineering readiness. In this post, we shall discuss the role of validators in Online Competency-Based Assessment and how it helps applicants in the process.

What is Competency-Based Assessment?

Competency-based assessment is a method of determining an applicant's suitability for registration by confirming and assessing their competence to do basic engineering activities in a safe and reliable manner. Instead of asking applicants to explain their experiences, as many assessment systems do now, competency-based assessment encourages candidates to justify their competence by describing how situational behaviors reflect their mastery of the needed competencies.

The competency framework organizes the numerous capabilities into categories that represent the core areas in which engineers of all disciplines must be knowledgeable to ensure adequate practice and public safety. The CBAT at APEGS evaluates applicants' key competencies, which are divided into six categories.

These categories indicate different types of knowledge and skills needed to practice engineering effectively and safely. The six competency categories are as follows:

 Technical Competency

  1. Communication
  2. Project & Financial Management
  3. Team Effectiveness
  4. Professional Accountability
  5. Social, Economic, Environmental & Sustainability

Applicants must showcase his/her ability to practice independently and prioritize the public interest. They must self-assess their level of competency for each competency and back up their evaluation with examples from their work experience. These examples must come from work experience earned in an engineering context or while doing engineering duties as specified by the Engineering and Geoscience Professions Act.

Furthermore, when the APEGS Registration Executive Committee evaluates applicants (REC). They must show that they have utilized these skills in a professional setting.

COMPETENCY-BASED SELF-ASSESSMENT FOR APPLICANTS

Prior to applying to APEGS, it is strongly advised that applicants take a Competency-Based Self-Assessment (CSAW). The material utilized in a self-assessment would be identical to that in a submitted application. Still, it would allow applicants to see if they meet the levels for each ability required after a thorough reflection of their experience. An Applicant's References or Validators are not required to review a self-assessment. Applicants who believe they meet the competencies based on the self-assessment can apply and supply all required information, including validators' details.

Who is a Validator?

A validator is a Professional Engineer (P.Eng.) who takes technical responsibility. Validators will be requested to check your self-assessment and give each competency a score and remark. Besides, they will also be required to comment on your overall appropriateness and readiness for registration.

Process of Selecting Validators

During the timeframe specified, applicants must supply the names and email addresses of at least one Validator for each company or organization for each work record they have submitted.

A validator should be acquainted with the examples you present and able to comment on the quality and skill of your work. Validators for your application could include supervisors, mentors, managers, coworkers, or clients. For each of the 22 core competencies, you must offer at least three validators who can rate and validate the indicators you provide.

Furthermore, validators cannot be coworkers or mentors with whom you have not worked - as validators must have taken technical responsibility for your work.

Identify the following if your Validator is not registered with an engineering regulatory organization in another Canadian jurisdiction:

 Designation as a professional

  • Country of registration

Validators play a crucial role in online competency-based assessment. The Applicant will assign each competency to a Validator with first-hand knowledge of the work described once the competency-based assessment is finished. This Validator will be required to look at the Applicant's self-evaluation and score, as well as remark on each competency. Validators will be able to give a general assessment of the Applicant's suitability and readiness for registration.
